IndyGo disperses federal assistance to applicable mobility-based services in Central Indiana. The funding, provided by the Federal Transit Administration’s Job Access and Reverse Commute and New Freedom programs, is awarded annually to local organizations with unmet transportation needs.
The Federal Transit Administration (FTA) provides limited transportation grant funds available for eligible recipients through its Job Access and Reverse Commute (JARC) and New Freedom programs.
The JARC program provides funding to support eligible employment-related transportation services and activities for low-income individuals. The New Freedom program provides funding to support eligible transportation options beyond those required by the ADA for individuals with disabilities.
In 2007 IndyGo was designated the recipient of these program funds and is responsible for grant administration and distributions in the Indianapolis metropolitan region. Eligible recipients of these funds include:
• Public or private operators of public transportation,
• Authorized units of local government, and
• Private not-for-profit organizations.
In addition, eligible projects for JARC and New Freedom grant consideration need to be derived from the Indianapolis "Coordinated Public Transit Human Services Transportation Plan" which is available through the following PDF file links:
2009 Coordinated Public Transit and Human Services Transportation Plan

All FTA JARC and New Freedom grants awarded will require local matching funds to be secured and provided by the grantee.
